Privacy and Democracy
What kind of policies should we have for new and emerging technologies in the ICT sector?

Argument
Privacy, an old issue of our modernity, is still and will be a hot topic in public debates about how to evaluate, regulate and control the new and emerging information technologies. Privacy is a complex value in the modern, post-industrialized societies, despite the impossibility to offer a clear and comprehensive definition. On each layer of the Internet technologies, world wide web and communication devices, privacy has a special place. Privacy is a bundle of rights and duties, visions and theories, and one of the core-values of democracy in an informational society. Also, privacy is intermingled with the notions of trust and digital identity.

We propose a set of three questions to answer at this round-table. The first one engage with the capacity of the State (and its administration) to sustain privacy for citizens in the e-government processes. The second question is about the privacy challenges brought by the cloud computing paradigm and the ubiquity of personal data. The last one will try to explore the moral implications of the shift from anonymity to identity in online social media and the commodification / commoditization of personal identity.

Building an Ethics Infrastructure for Health Care Organisations

Argument
We all acknowledge the ethical implications of medical activities. There seems to be a large consensus that there should be ethical codes in medical institutions, doctors should treat patients with care and treatment should not be enforced upon patients without informed consent. Besides accepting these manifest truths, the question we would like to put forward is: How can we make sure that obvious moral truths can shape the practice of health care organisations?

We propose to debate ethics infrastructure as a solution, based on the research report of INVB and CCEA. Patients and medical research are the core of Health Care Organizations. Therefore, taking into account the welfare of patients and the integrity of medical research, how should an ethics management infrastructure look like? In building such a mechanism, what steeps need to be made?
